Andrew Shouse is the founder and principal consultant of Andrew Paul Consultant Inc., providing security consulting, risk management, and protective planning services to organizations operating throughout the United States and internationally.
Andrew brings over three decades of leadership experience spanning the United States Marine Corps, executive law enforcement, and private security consulting. During a 22-year career with one of California's largest sheriff's departments, he served in assignments including SWAT, major crimes investigations, patrol operations, corrections, and executive leadership. Rising through the ranks to Captain, he commanded large, complex public safety operations, managed multi-million-dollar budgets, and led organizations responsible for hundreds of employees.
Throughout his law enforcement career, Andrew directed investigations involving homicides, officer-involved shootings, violent crime, gangs, narcotics trafficking, and complex criminal enterprises. He also managed municipal policing contracts and correctional facilities and oversaw public safety operations supporting some of the nation's largest special events, including the Coachella and Stagecoach Music Festivals, which attract well over 100,000 attendees each day. His experience also includes coordination with federal agencies during visits by Presidents of the United States, the Vice President, and other nationally protected officials.
Today, Andrew specializes in helping performing arts organizations and other institutions manage security risks while preserving their mission and operations. His consulting work has supported internationally touring orchestras throughout Europe and other regions, providing advance security planning, threat assessments, protective intelligence, travel security, liaison with local authorities, and executive-level risk advisory services.
Andrew is a graduate of the FBI National Academy and earned his Executive MBA from the UCLA Anderson School of Management. He is recognized for combining practical operational experience with strategic leadership, helping clients make thoughtful, informed decisions in complex security environments.
